Its meaning is: There is no deity worthy of worship except Allah; "La ilaha" (there is no deity) negates everything that is worshipped other than Allah, while "illa Allah" (except Allah) affirms worship for Allah alone, with no partner for Him in His worship, just as He has no partner in His dominion.
His statement 'and its meaning' means the meaning of 'La ilaha illa Allah' is 'there is no deity worthy of worship except Allah.' Therefore, the testimony that there is no deity worthy of worship except Allah is for a person to acknowledge with his tongue and his heart that there is no true deity worthy of worship except Allah, the Almighty and Majestic, because 'ilah' (deity) means 'ma'luh' (the one worshipped), and 'ta'alluh' means worship. The phrase 'La ilaha illa Allah' consists of a negation and an affirmation; as for the negation, it is 'La ilaha,' and as for the affirmation, it is 'illa Allah.' 'Allah,' the name of Majesty, is a substitute for the omitted predicate of 'La,' and the implied meaning is 'There is no true deity except Allah.' By our implying the predicate with this word 'true,' the answer to the following problem becomes clear:
It is: How can it be said 'There is no deity worthy of worship except Allah' when there are deities worshipped other than Allah, and Allah the Exalted has called them deities, and their worshippers have called them deities? Allah, Blessed and Exalted, said: 'So their deities which they invoked other than Allah did not avail them at all when the command of your Lord came.'
