بَابُ أَمْرِ وُلَاةِ الْأُمُورِ بِالرِّفْقِ بِرَعَايَاهُمْ وَنَصِيحَتِهِمْ وَالشَّفَقَةِ عَلَيْهِمْ وَالنَّهْيِ عَنْ غِشِّهِمْ. لَمَّا حُدِّثَ مُعَاوِيَةُ رَضِيَ اللَّهُ عَنْهُ بِهَذَا الْحَدِيثِ؛ اتَّخَذَ رَجُلًا لِحَوَائِجِ النَّاسِ يَسْتَقْبِلُ النَّاسَ وَيَنْظُرُ مَا حَوَائِجُهُمْ ثُمَّ يَرْفَعُهَا إِلَى مُعَاوِيَةَ رَضِيَ اللَّهُ عَنْهُ بَعْدَ أَنْ كَانَ أَمِيرًا لِلْمُؤْمِنِينَ. وَهَكَذَا أَيْضًا مَنْ لَهُ نَوْعٌ مِنَ الْوِلَايَةِ وَحَاجَةُ النَّاسِ إِلَيْهِ؛ فَإِنَّهُ لَا يَنْبَغِي أَنْ يَحْتَجِبَ دُونَ حَوَائِجِهِمْ، وَلَكِنْ لَهُ أَنْ يُرَتِّبَ أُمُورَهُ بِحَيْثُ يَجْعَلُ لِهَؤُلَاءِ وَقْتًا وَلِهَؤُلَاءِ وَقْتًا، حَتَّى لَا تَنْفَرِطَ عَلَيْهِ الْأُمُورُ، وَاللَّهُ الْمُوَفِّقُ.

بَابُ أَمْرِ وُلَاةِ الْأُمُورِ بِالرِّفْقِ بِرَعَايَاهُمْ وَنَصِيحَتِهِمْ وَالشَّفَقَةِ عَلَيْهِمْ وَالنَّهْيِ عَنْ غِشِّهِمْ.
Chapter: Commanding those in authority to treat their subjects with kindness, to offer them sincere counsel, to show them compassion, and to refrain from deceiving them.
لَمَّا حُدِّثَ مُعَاوِيَةُ رَضِيَ اللَّهُ عَنْهُ بِهَذَا الْحَدِيثِ؛ اتَّخَذَ رَجُلًا لِحَوَائِجِ
Upon hearing this hadith, Mu'awiyah—may Allah be pleased with him—appointed an official to handle the people's needs.
النَّاسِ يَسْتَقْبِلُ النَّاسَ وَيَنْظُرُ مَا حَوَائِجُهُمْ ثُمَّ يَرْفَعُهَا إِلَى مُعَاوِيَةَ رَضِيَ اللَّهُ عَنْهُ بَعْدَ أَنْ كَانَ أَمِيرًا لِلْمُؤْمِنِينَ.
This man would meet with the public, assess their requirements, and present them to Mu'awiyah after he had become the Commander of the Faithful.
