Chapter: On naming oneself 'Judge of Judges' and the like.
His statement: 'Chapter: On naming oneself Judge of Judges' means: a person assigning this name to himself, or accepting it when given by someone else.
His statement: 'Judge of Judges': 'Judge' means ruler/arbiter, and 'Judges' means the rulers/arbiters, and the definite article 'al' denotes generality.
The meaning is naming oneself 'Ruler of Rulers' and the like, such as 'King of Kings', 'Sultan of Sultans', and whatever resembles that, which indicates authority and power; because the judge combines binding enforcement and issuing legal opinions (fatwa), unlike the scholar, for he does not enforce. For this reason, they said: The judge combines testimony, enforcement, and issuing legal opinions, for he testifies that this ruling is the ruling of Allah, and that the right belongs to the one in whose favor the judgment is made against the one against whom it is made, and he issues a fatwa, meaning: he informs about the ruling of Allah and His law, and he compels the two disputing parties to abide by what he has judged.
The relevance of the chapter to the Book of Tawhid:
Whoever names himself with this name has made himself a partner with Allah in that which no one deserves except Allah; because no one deserves to be the 'Judge of Judges', or 'Ruler of Rulers', or 'King of Kings' except Allah, Glorified and Exalted be He. For Allah is the Judge above every judge, and He is the One to whom belongs the judgment, and to Him all matters return, as Allah mentioned that in the Quran.
It has already been stated that the decree/judgment of Allah is divided into two categories:
Universal decree (Qada' Kawni).
Legislative decree (Qada' Shar'i).
