It is 'maf'al', indicated by the fact that it is declined in the indefinite and 'fa'la' is never declined.
ولان مفعلا أكثر من فعلى لانه يبنى من كل أفعلت.
And because 'maf'al' is more common than 'fa'la' because it is built from every 'af'ala'.
وكان الكسائي يقول: هو فعلى، وقد ذكرناه في السين.
And Al-Kisa'i used to say: it is 'fa'la', and we have mentioned it under the letter Sin.
والنسبة إليه موسوى وموسى فيمن قال يمنى.
And the attribution to it is 'Musawi' and 'Musa' for those who say 'Yamani'.
