وأخبرني الواقدي أن السمحاق في لغة أهل الحجاز: الملطاء.
And al-Wāqidī informed me that the periosteum in the language of the people of Hijaz is: al-milṭāʾ.
ويقال لها الملطاة بالهاء.
And it is called al-milṭāh with the hāʾ.
فإذا كانت على هذا فهى في التقدير مقصورة.
And if it is in this form, then it is considered defective (maqṣūrah).
يقول: معناه أنه حين يشج صاحبها يؤخذ مقدارها تلك الساعة ثم يقضى فيها بالقصاص أو الارش، لا ينظر إلى ما يحدث فيها بعد ذلك من زيادة أو نقصان.
He says: its meaning is that when its owner is wounded, its extent is assessed at that moment, then judgment is passed on it with retaliation or blood money, without regard to any increase or decrease that occurs in it afterward.
وهذا قولهم وليس هو قول أهل العراق.
And this is their saying, and it is not the saying of the people of Iraq.
