Meaning, whoever trifles with people, God will render him into a state where he is trifled with.
وَالشُّمُوعُ مِنَ النِّسَاءِ: اللَّعُوبُ الضَّحُوكُ.
And 'shumu'' from women means the playful, the laughing one.
