Meaning, he shall not buy over his brother's purchase; the prohibition applies to the buyer, not the seller.
والشئ مبيع ومبيوع، مثل مخيط ومخيوط، على النقص والتمام
And the thing is 'mabīʿ' and 'mabyūʿ', like 'makhīṭ' and 'makhayūṭ', indicating deficiency and completeness.

What is deleted from 'mabīʿ' is the 'wāw' of 'mafʿūl' because it is extra and is more deserving of deletion.

The 'ʿayn' of the verb is deleted, because when they made the 'yāʾ' silent, they cast its vowel onto the preceding letter, so it became dammah, then they substituted kasrah for the dammah for the 'yāʾ' that followed, then the 'yāʾ' was deleted and the 'wāw' turned into a 'yāʾ' just as the 'wāw' of 'mīzān' turned into a 'yāʾ' due to the kasrah.

تقول: بيع الشئ، على ما لم يسم فاعله، إن شئت كسرت الباء وإن شئت ضممتها
You say: 'bīʿa' the thing, in the passive voice, if you wish you break the 'bāʾ' and if you wish you join it.
ومنهم من يقلب الياء واوا فيقول بوع الشئ ; وكذلك القول في كيل وقيل وأشباههما
And some of them invert the 'yāʾ' to a 'wāw' and say 'būʿa' the thing; and similarly is the case for 'kayla' and 'qīla' and their likes.
وبايعته من البيع والبيعة جميعا
