Ma'za is declined with tanwin and is مصروف (not fully diptote), because the alif is for augmentation not for femininity, and it is an augmentation of 'dirham' on the pattern 'fa'lal', because the augmented alif acts as if it is part of the word itself. This is indicated by their saying 'Ma'ayiz' and 'Arayt' when diminutive of 'Ma'za' and 'Arta' according to those who use tanwin.
ولو كانت للتأنيث لم يقلبوا الالف ياء كما لم يقلبوها في تصغير حبلى وأخرى.
And if it were for femininity, they would not have changed the alif to a yaa, just as they did not change it in the diminutive of 'hublaa' (pregnant) and 'ukhraa' (another).
وقال الفراء: المعزى مؤنثة وبعضهم ذكرها.
And Al-Farra' said: Al-Ma'za is feminine, and some of them treat it as masculine.
وحكى أبو عبيد أن الذفرى أكثر العرب لا ينونها وبعضهم ينون.
And Abu Ubaid narrated that most Arabs do not use tanwin for 'adh-dhafraa', while some do.
قال: والمعزى كلهم ينونونها في النكرة.
He said: And all of them use tanwin for Al-Ma'za in the indefinite state.
ويقال: أمعز القوم، إذا كثرت معزاهم.
And it is said: A people have 'Am'aza (many goats), if their goats become numerous.
والماعز: جلد المعز.
And Al-Ma'iz: the skin of goats.
وبردان من خال وسبعون درهما * على ذاك مقروظ من القد (1) ماعز *
And two cloaks of khazz and seventy dirhams * Upon that, a tanned hide of goat skin (Ma'iz) *
والمعاز: صاحب المعزى.
And Al-Ma'aaz: the owner of goats.
إذ رضى المعاز باللعوق *
When the goat herder is satisfied with licking *
والمعز: الصلابة من الارض.
And Al-Ma'z: the hardness of the ground.
والأمعز: المكان الصلب الكثير الحصى.

والارض معزاء بينة المعز.
And the land is Ma'zaa', clearly hard and pebbly.
قلت لابي عمرو بن العلاء: معزى من المعز؟ فقال: نعم.
