So-and-so is a governor ('amr) and is appointed over ('ammara 'alayhi), if he is a ruler.
في وجه المال تعرف أمرته، أي نماءه وكثرته ونفقته.
In the appearance of wealth, you know its increase, its abundance, and its expenditure.
والتأْمير: تولية الإمارة.
And 'al-ta'meer' is the appointment to the governorship.
وتأمّر عليهم، أي تسلط.
And he acted as a ruler over them ('ta'ammara 'alayhim'), meaning he dominated them.
