The mufrīḥ (burdened person) is the mafdūḥ (afflicted one).
هو الذى أثقله الدين.
He is the one whom debt has burdened.
يقول: يقضى عنه دينه من بيت المال ولا يترك مدينا.
He means: his debt is paid for him from the public treasury, and he is not left indebted.
أنكر قولهم مفرج بالجيم.
He rejected their saying 'mufarraj' with a jīm.
لك عندي فرحة إن بشرتني
I have a joy for you if you give me good news.
والمفرح: دواء معروف.
And al-mufarriḥ: is a known medicine.
