And istabhala: to milk her without tying, and the ruler the subjects: he neglected them, and the desert the people: it left them bahilin, meaning: they descended to it and no authority reaches them, so they did as they pleased.

والباهل: المتردد بلا عمل، والراعي بلا عصا، وبهاء: الأيم.

And al-bahil: the one who wanders without work, and the shepherd without a staff, and bahā': the unmarried woman.

وكمنعته: خليته مع رأيه، كأبهلته، أو يقال: بهلت: للحر، وأبهلت: للعبد، و الله تعالى فلانا: لعنه.
