أي: ابن محلم بن ذهل بن شيبان، لأن عمرو بن هند طلب منه مروان القرظ، وكان قد أجاره، فمنعه عوف، وأبى أن يسلمه، فقال عمرو ذلك، أي: أنه يقهر من حل بواديه، وكل من فيه كالعبيد له لطاعتهم إياه، أو قيل ذلك لأنه كان يقتل الأسارى، أو هو عوف بن كعب، طلب منه المنذر بن ماء السماء زهير بن أمية لذحل، فمنعه، فقال ذلك.
Meaning: Ibn Muhallim ibn Dhuhl ibn Shayban, because 'Amr ibn Hind asked him for Marwan al-Quraz, whom he had granted asylum, but 'Awf prevented him and refused to hand him over, so 'Amr said that, meaning that he subjugates whoever settles in his valley, and everyone in it is like his slaves due to their obedience to him, or it was said because he used to kill prisoners, or it is 'Awf ibn Ka'b, whom al-Mundhir ibn Ma' al-Sama' asked for Zuhayr ibn Umayyah for revenge, but he prevented him, so he said that.
