And His saying, the Almighty: {And the excused ones came}, with a shaddah on the kasrah dhal, meaning: those who make excuses and have an excuse. And the one who makes an excuse might be in the wrong, so the meaning is: those who fall short without an excuse. And Ibn 'Abbas recited it with a takhfif, from 'a'dhara, and he used to say: By God, it was revealed like this.
وكان يقول: لعن الله المعذرين
And he used to say: May God curse those who make excuses (without justification).
كأن المعذر عنده إنما هو غير المحق، وبالتخفيف: من له عذر
As if, in his view, the one who makes an excuse is only the one who is in the wrong, and with takhfif: one who has an excuse.
