Meaning great, honored in the hearts and eyes.
وقيل: الفخامة في وجهه نبله وامتلاؤه مع الجمال والمهابة
And it was said: Magnificence in his face was its nobility and fullness along with beauty and awe.
وأتينا فلانا ففخمناه أي عظمناه ورفعنا من شأنه
And we came to so-and-so, and we magnified him, meaning we honored him and raised his status.
نحمد مولانا الأجل الأفخما
We praise our Lord, the most noble, the most magnificent.
والفيخمان: الرئيس المعظم الذي يصدر عن رأيه ولا يقطع أمر دونه

And the 'alif of tafkhim': is that which you find between an alif and a waw, like your saying 'salam alaykum'.
