It is incumbent upon a town which We destroyed that no one returns from them, meaning no repentant person repents from them.
وَحَرَامٌ فِي الْآيَةِ بِمَعْنَى وَاجِبٍ
And 'haram' in the verse means 'obligatory'.
فَإِنَّ حَرَامًا لَا أَرَى الدَّهْرَ بَاكِيًا ... عَلَى شَجْوِهِ، إِلَّا بَكَيْتُ عَلَى عَمْرٍو
For indeed, it is obligatory that I do not see the age weeping... over its sorrow, except that I would weep for Amr.
وَحَرَّمَهُ الشَّيْءَ يَحْرِمُهُ حِرْمًا مِثْلَ سَرَقَهُ سَرَقًا، بِكَسْرِ الرَّاءِ، وَحُرْمَةً وَحَرِيمَةً وَحُرْمَانًا وَأَحْرَمَهُ أَيْضًا إِذَا مَنَعَهُ إِيَّاهُ
And he forbade him the thing, making it forbidden for him, like stealing it, with a kasra on the ra, and hurmah, and harimah, and hurman, and he also made it forbidden for him if he prevented him from it.
وَنَبِّئْتُهَا أَحْرَمَتْ قَوْمَهَا ... لِتُنْكَحَ فِي مَعْشَرٍ آخِرِينَا
And I informed her that she had forbidden her people... so that she might be married into another clan.

And it is said: Al-haram means the forbidden.
وَقَالَ الْعَقِيلِيُّونَ حَرَامُ اللَّهِ لَا أَفْعَلُ ذَلِكَ، وَيَمِينُ اللَّهِ لَا أَفْعَلُ ذَلِكَ، مَعْنَاهُمَا وَاحِدٌ
And the 'Aqiliyyun say: 'By the sanctity of Allah, I will not do that,' and 'By the oath of Allah, I will not do that,' their meanings are the same.
وَفِي حَدِيثِ بَعْضِهِمْ إِذَا اجْتَمَعَتْ حُرْمَتَانِ طُرِحَتِ الصُّغْرَى لِلْكُبْرَى
And in the hadith of some of them: If two sacred things are combined, the lesser is sacrificed for the greater.
فِي الْحَرَامِ كَفَّارَةُ يَمِينٍ
In 'al-haram' is the expiation of an oath.
يَا أَيُّهَا النَّبِيُّ لِمَ تُحَرِّمُ مَا أَحَلَّ اللَّهُ لَكَ
O Prophet, why do you forbid what Allah has made lawful for you?
فَتَحْرُمُ بِلَبَنِهَا أَيْ صَارَ عَلَيْهَا حَرَامًا
So she becomes forbidden by her milk, meaning it became forbidden for her.
يُحَرِّمُهُنَّ عَلَيَّ قَرَابَتِي مِنْهُنَّ وَلَا يُحَرِّمُهُنَّ قَرَابَةُ بَعْضِهِنَّ مِنْ بَعْضٍ
My kinship to them forbids them to me, and the kinship of some of them to each other does not forbid them.
أَمَّا عَلِمْتَ أَنَّ الصُّورَةَ مُحَرَّمَةٌ؟
Do you not know that the image is forbidden?
حُرِّمَتِ الظُّلْمَ عَلَى نَفْسِي أَيْ تَقَدَّسَتْ عَنْهُ وَتَعَالَتْ
I have forbidden injustice upon Myself, meaning I am sanctified and exalted above it.
وَهُوَ حَرَامٌ بِحُرْمَةِ اللَّهِ
And it is forbidden by the sanctity of Allah.
