And whoever does not have a sacrificial animal with him is not bound by this, and it is permissible for him to annul the Hajj. He only intended by this statement to comfort his companions because it was difficult for them to become lawful (muḥallil) while still in the state of iḥrām, so he said that to them so they would not feel resentful and would know that it was better for them to accept what he called them to, and that if it were not for the sacrificial animal, he would have done it.
ورجل مقتبل الشباب أي مستقبل الشباب إذا لم ير عليه أثر كبر
And a man in mughtabil al-shabāb means facing youth when no sign of old age is seen on him.
