Abu Ubayd said: Al-ʿabāhilah are those who were confirmed in their rule and did not cease from it.
وكذلك كل شيء أهملته فكان مهملا لا يمنع مما يريد ولا يضرب على يديه، فهو معبهل، وقد عبهلته.
And likewise anything you neglect, so it becomes neglected, not prevented from what it wants and not restrained, it is muʿabhala, and you have made it muʿabhala.
الجوهري: عباهلة اليمن ملوكهم الذين أقروا على ملكهم.
