وأشعث يزهاه النبوح مدفع ... عن الزاد، ممن حرف الدهر، محثل
And a disheveled one, the barking of dogs drives him away from food, one whose condition has been worsened by time, emaciated.

He meant by the dregs of people their lowliest and worst, and its origin is from the dregs and refuse of dates, which is their worst and worthless part that remains at the bottom of the cluster.

Al-ḥuthāl: the lowest part.
وقد جاء في موضع أعوذ بك من أن أبقى في حثل من الناس بدل حثالة، وهما سواء
And it has come in a place: 'I seek refuge in You from remaining among a dregs of people' instead of 'ḥuthālah', and they are the same.
كيف أنت إذا بقيت في حثالة من الناس؛ يريد أراذلهم
What will be your state if you remain among a dregs of people; he means their lowliest.
أحثل فلان غنمه، فهي محثلة إذا هزلها
So-and-so weakened his sheep, and they become weakened if he made them lean.

And a ḥathīl man: short.
والحثيل مثل الهميع: ضرب من أشجار الجبال
And al-ḥathīl, like al-hamīʿ: a type of mountain tree.
زعم أبو نصر أنه شجر يشبه الشوحط ينبت مع النبع
Abu Nasr claimed it is a tree resembling 'shouḥaṭ' that grows with 'nabʿ'.
تعلمها في غيلها، وهي حظوة ... بواد به نبع طوال وحثيل
You learned it in its valley, and it is a prize... in a valley with tall 'nabʿ' and 'ḥathīl' trees.
