The waakiz is the one who repels.
وكظه يكظه وكظا: دفعه وزبنه
He pushed him, he pushes him, a push: he shoved him and pushed him.
فهو موكوظ
And he is pushed.
وتوكظ عليه أمره: التوى كتعكظ وتنكظ، كل ذلك بمعنى واحد
And his affair became twisted upon him: it became twisted like ta'akkaza and tanakkaza, all of that with one meaning.
