Al-khurṣah and al-rukhṣah, which is al-furṣah and al-rafṣah, have one meaning (opportunity).
رخص له في الأمر: أذن له فيه بعد النهي عنه
He was granted rukhsah in the matter: he was permitted in it after being forbidden from it.

And you say: I granted someone permission (rakhkhaṣtu) in such-and-such, meaning I permitted him after I had forbidden him from it.
