It was revealed concerning a group of hypocrites who used to harm the Muslims with their tongues in matters, hinder them in battle, and be stingy when spending on the poor Muslims.
والخير: المال هاهنا
And 'al-khayr' (good) here means wealth.
ولسانك معسول، ونفسك شحة
Your tongue is sweet, but your soul is stingy.
وتشاحوا في الأمر وعليه: شح به بعضهم على بعض وتبادروا إليه حذر فوته
And they contended over the matter and upon it: some of them were stingy with it towards others and rushed towards it fearing to miss it.
وهما يتشاحان على أمر إذا تنازعاه، لا يريد كل واحد منهما أن يفوته
And the two of them contend over a matter if they dispute it, neither one wanting it to escape him.
وهو منه؛ وماء شحاح: نكد غير غمر، منه أيضا
And it is from this; and 'shahaḥ' water: is brackish, not abundant, also from this.
ولقيت ناقتي به وبلقفا بلدا مجدبا، وماء شحاحا
And my she-camel encountered with it in a barren land, and brackish water.
وإني وتركي ندى الأكرمين، وقدحي بكفي زندا شحاحا
And indeed, I have abandoned the generosity of the noble, and my cup is in my hand, an unyielding tinderbox.
يضرب مثلا لمن ترك ما يجب عليه الاهتمام به والجد فيه، واشتغل بما لا يلزمه ولا منفعة له فيه
It is a metaphor for one who abandons what he must attend to and strive for, and engages in what is not required of him and has no benefit in it.
وفلان يشاح على فلان أي يضن به
And so-and-so is stingy towards so-and-so, meaning he is reluctant to give him.
وأرض شحاح: تسيل من أدنى مطرة كأنها تشح على الماء بنفسها
And 'shahaḥ' land: it flows from the slightest rain as if it is stingy with water itself.
وهو من الأول
And it is from the first meaning.
ومن يوق شح نفسه فأولئك هم المفلحون
And whoever is protected from the stinginess of his soul – it is those who are the successful.
وأحضرت الأنفس الشح
And souls have been made to present stinginess.
أي من أخرج زكاته وعف عن المال الذي لا يحل له، فقد وقي شح نفسه
Meaning, whoever pays his Zakat and refrains from wealth that is not permissible for him, has indeed been protected from the stinginess of his soul.
برئ من الشح من أدى الزكاة وقرى الضيف وأعطى في النائبة
He is free from stinginess who pays the Zakat, hosts the guest, and gives in times of hardship.
أن تتصدق وأنت شحيح صحيح تأمل البقاء وتخشى الفقر
That you give charity while you are stingy, healthy, hoping for longevity, and fearing poverty.
إن كان شحك لا يحملك على أن تأخذ ما ليس لك فليس بشحك بأس
If your stinginess does not drive you to take what is not yours, then there is no harm in your stinginess.
ذاك البخل، والشح أن تأخذ مال أخيك بغير حقه
That is miserliness, and stinginess is to take your brother's wealth unjustly.
والشح منع الزكاة وإدخال الحرام
And stinginess is withholding Zakat and engaging in the forbidden.
وكذلك كل فعيل من النعوت إذا كان مضاعفا على فعل يفعل، مثل خفيف ودفيف وعفيف
And likewise every 'fa'īl' from adjectives if it is doubled on the pattern 'fa'ala yaf'ilu', like khafīf (light) and dafīf (fluttering) and 'afīf (chaste).
فردد الهدر وما أن شحشحا
So he returned the bellowing, and not stingily (i.e., he gave it freely).
أي ما بخل بهديره
Meaning, he did not withhold his bellowing.
والشحشح والشحشاح: المواظب على الشيء الجاد فيه الماضي فيه
And 'ash-shaḥshaḥ' and 'ash-shaḥshāḥ': one who is persistent in a matter, serious about it, and moves forward in it.
كأن المطايا ليلة الخمس علقت بوثابة، تنضو الرواسم، شحشح
As if the mounts on the fifth night were caught by a swift runner, shedding the tracks, a persistent one.
والشحشح والشحشاح: الغيور والشجاع أيضا
And 'ash-shaḥshaḥ' and 'ash-shaḥshāḥ': also the jealous and the brave.
وفلاة شحشح: واسعة بعيدة محل لا نبت فيها
And a 'shaḥshaḥ' desert: is vast, distant, a place with no vegetation.
تخدي إذا ما ظلام الليل أمكنها من السرى، وفلاة شحشح جرد
She travels swiftly when the darkness of the night allows her to journey, and a vast, barren desert.
والشحشح والشحشاح أيضا: القوي
And 'ash-shaḥshaḥ' and 'ash-shaḥshāḥ' also: the strong.

And an orator 'shaḥshaḥ' and 'shaḥshāḥ': is one who is eloquent/swift.
هو الماهر بالخطبة الماضي فيها
He is the master of the speech, proficient in it.
ونسية شحشاح غيور يهبنه، أخي حذر يلهون، وهو مشيح
A jealous relative, they are wary of him; a brother of caution, they play, and he is watchful.
تقدمها شحشح جائز لماء قعير، يريد القرى جائز: يجوز إلى الماء
It preceded it, a swift one that can reach a deep water source, meaning it can reach the water.
وشحشح البعير في الهدر: لم يخلصه
And the camel 'shaḥshaḥa' in its bellowing: it did not complete it.
فردد الهدر وما أن شحشحا
So he returned the bellowing, and not stingily (i.e., he gave it freely).
وشحشح الطائر: صوت
And the bird 'shaḥshaḥa': made a sound.
مهتشة لدليج الليل، صادقة وقع الهجير، إذا ما شحشح الصرد
Struggling through the night's journey, true is the midday heat, when the 'ṣurad' bird chirps.
وغراب شحشح: كثير الصوت
And a 'shaḥshaḥ' crow: is loud-voiced.
وشحشح الصرد إذا صات
And the 'ṣurad' bird 'shaḥshaḥa' when it cries out.
والشحشحة: الطيران السريع
And 'ash-shaḥshaḥah': is swift flight.
قطاة شحشح أي سريعة
A 'shaḥshaḥ' sandgrouse means swift.
