The meaning of al-naw' is rising, not the rising of the rain.
والنوء نهوض الرجل إلى كل شيء يطلبه
And al-naw' is a man's rising to everything he seeks.
أراد: خطأ الله منهضها ونوءها إلى كل ما تنويه
He meant: May God make her rising and her endeavor towards all that she intends, mistaken.
كما تقول: لا سدد الله فلانا لما يطلب
As you say: May God not guide so-and-so to what he seeks.
إن الله خطأ نوءها ألا طلقت نفسها
Indeed, God made her endeavor mistaken in that she divorced herself.
وأراد بالنوء الذي يجيء فيه المطر
And he intended by al-naw' the time when the rain comes.
والذي يشبه أن يكون دعاء حديث ابن عباس، رضي الله عنهما: خطأ الله نوءها
And what resembles a supplication is the hadith of Ibn Abbas, may God be pleased with them both: May God make her endeavor mistaken.
والمعنى فيهما لو طلقت نفسها لوقع الطلاق، فحيث طلقت زوجها لم يقع الطلاق
And the meaning in both is: if she had divorced herself, the divorce would have occurred, but since she divorced her husband, the divorce did not occur.
وكانت كمن يخطئه النوء، فلا يمطر
And she was like one for whom al-naw' is mistaken, so it does not rain.
وناءت الرجل مناوأة ونواء: فاخرته وعاديته
And you vied with a man in munawa'ah and nawa': you boasted to him and opposed him.
إذا ناوأت الرجل فاصبر
If you contend with a man, then be patient.
لأنه من ناء إليك ونؤت إليه أي نهض إليك ونهضت إليه
Because it is from na'a ilaika and na'tu ilayhi, meaning he rose to you and you rose to him.
إذا أنت ناوأت الرجال، فلم تنؤ بقرنين، غرتك القرون الكوامل
If you contend with men, and do not rise to the challenge with two horns, the complete generations will deceive you.
ورجل ربطها فخرا ورياء ونواء لأهل الإسلام
And a man tied them (horses) out of pride, ostentation, and enmity towards the Muslims.
لا تزال طائفة من أمتي ظاهرين على من ناوأهم
