A group of grammarians interpreted 'ila' here to mean 'with', and thus obligated washing the elbows and ankles.
ولكنه لما قيل: إلى المرافق اقتطعت في حد الغسل من المرفق.
But when it was said: 'up to the elbows', it meant that the elbow was the limit of washing.
إذا استأجر الرجل دابة إلى مرو فإذا أتى أدناها فقد أتى مرو
If a man hires a mount to Merv, then when he reaches its nearest point, he has reached Merv.
وإذا قال إلى مدينة مرو فإذا أتى إلى باب المدينة فقد أتاها
And if he says 'to the city of Merv', then when he reaches the gate of the city, he has reached it.
وأنت لا تقول سرت إلى زيد تريد معه، فإنما جاز من أنصاري إلى الله لما كان معناه من يضاف في نصرتي إلى الله
And you do not say 'I traveled to Zayd' meaning 'with Zayd'. It is only permissible in 'Who will be my helpers to Allah?' because the meaning is 'who will be added in my support to Allah'.
