It is said: he meant by it the most rebellious of the jinn.

وجهه أن الشيء إذا استقبح شبه بالشياطين، فقال: كأنه وجه شيطان، وكأنه رأس شيطان

Its meaning is that when something is considered ugly, it is likened to devils, so it is said: it is like the face of a devil, and it is like the head of a devil.

كأنه رؤوس حيات، فإن العرب تسمي بعض الحيات شيطانا
