What is meant by them: the companions of the Messenger of Allah, may Allah bless him and grant him peace, and those who followed them in excellence from the people of knowledge.
قد قيل: من اتبعهم من الأمراء آخذين بما يقوله أهل العلم
It has been said: those among the rulers who follow them, taking what the people of knowledge say.
فطاعتهم فريضة
So obeying them is an obligation.
وجملة أولي الأمر من المسلمين من يقوم بشأنهم في أمر دينهم
And the totality of the leaders among the Muslims are those who attend to their affairs in matters of their religion.
وجميع ما أدى إلى إصلاحهم إذا كانوا أولي علم ودين أيضا
And all that leads to their reform, if they are also people of knowledge and religion.
والأمر لفظ عام للأفعال والأقوال والأحوال كلها
