والله خالقهما معا لا يكون شيء منهما إلا بمشيئته تعالى
And God is the creator of both; nothing happens of them except by His will, may He be exalted.
فهما مضافان إليه سبحانه وتعالى خلقا وإيجادا، وإلى الفاعلين لهما عملا وإكتسابا
So they are attributed to God, may He be glorified and exalted, in creation and origination, and to the doers of them in action and acquisition.
