The na't is by adornment, like tall and short, and the sifa is by action, like striking.
يقال: نعت الشيء وانتعته، إذا وصفته.

وقد نعت الفرس ككرم، نعاتة، إذا عتق.
And the horse became na'ata, like karuma, if it was noble.
ونعت الإنسان، ككرم، نعاتة، إذا كان النعت له خلقة وسجية، فصار ماهرا في الإتيان بالنعوت، قادرا عليها
And a person became na'ata, like karuma, if the description was innate and habitual for him, so he became skilled in producing descriptions, capable of them.
وأما نعت كفرح ينعت نعتا فللمتكلفه
As for na'ata like fariha, yan'atu na'tan, it is for the one who exerts effort in it.

Instan'atuhu: he asked him for a description.
أنعت الرجل إذا حسن وجهه حتى ينعت أي يوصف بالجمال.
An'ata the man if his face was beautiful until he was described, meaning described with beauty.
والنعيت: الرجل الكريم الجيد السابق.
And the Nu'ayt: the noble, excellent, preceding man.
عبدكع أو أمتك نعتة بالضم، أي غاية في الرفعة وعلو المقام
Your male slave or your female slave is nu'ata (with damma), meaning the utmost in elevation and high status.
