In my opinion, all of that is the feminine of al-aṭyab, al-aḍyaq, and al-akys; because 'faʿlā' is not among the patterns of plurals.
طوبى لهم وحسن مئاب
Ṭūbā for them, and excellent is the returning place.

Meaning (the best outcome) for them, said 'Ikrimah.

He has no objection to the good/pleasant, and do not say: from al-ṭībah.

And 'saby ṭaybah' like 'ʿanabah', meaning permissible to capture, which is capturing those whose war is permissible (without treachery and) breach of covenant.

'Saby ṭaybah' means permissible capture, those whose capture is lawful, they were not captured while having a treaty or covenant.

It is said: maṭāyib and aṭāyib; so whoever says maṭāyib, it is not based on its usual singular, and whoever says aṭāyib, he follows its usual singular.
وإذا رعت السائمة أطايب الكلإ رعيا خفيفا
And when the grazing animal eats the choice parts of the fodder, it grazes lightly.

O vulture perched on a sought-after spot, hastening the hand of the one who purifies, cleanses, and seeks purification, derived from 'ṭīb', so named because one makes one's body pleasant by removing impurity.

He forbade a man from purifying himself with his right hand.

والأخير حكاه سيبويه، وقال: جاء على الأصل كما جاء استحوذ، وكأن فعلهما قبل الزيادة كان صحيحا وإن لم يلفظ به قبلها إلا معتلا
And the latter was narrated by Sībawayh, who said: it came according to the original form as 'istaḥwadha' came, and it is as if their verb before the addition was sound, even if it was only pronounced with a weak letter before it.
ما أطيبه وما أيطبه، مقلوب منه، وأطيب به وأيطب به، كله حائز
Mā aṭyabahu and mā ayṭabahu, are inversions of it, and 'aṭyib bihi' and 'ayṭib bihi', all are permissible.
واستطاب القوم: سألهم ماء عذبا
And he asked the people for fresh water.
فلم استطابوا صب في الصحن نصفه فسره بذلك ابن الأعرابي
When they asked for fresh water, he poured half of it into the plate; Ibn al-A'rābī interpreted it this way.
والطابة: الخمر
And al-ṭābah: wine.
كأنها بمعنى طيبة والأصل طيبة
As if it means pleasant, and the origin is ṭayyibah.
سئل عن الطابة تطبخ على النصف
He was asked about al-ṭābah being cooked to half its volume.
والطابة: العصير، سمي به لطيبه، وإصلاحه على النصف: هو أن يغلى حتى يذهب نصفه
And al-ṭābah: the juice, named so for its pleasantness, and its preparation to half is to boil it until half of it evaporates.
واستطاب الرجل: شرب الطابة
And the man drank al-ṭābah.
وطيبتها بالكسر، والضمير إلى أقرب مذكور، وهو الطابة: أصفاها وأجمها، كما أن طيبة الكلإ أخصبه
And ṭayyabathā (with kasra), and the pronoun refers to the nearest mentioned, which is al-ṭābah: she clarified and concentrated it, just as the fertility of the pasture makes it abundant.

And al-Ṭaybah: a proper name for the Prophetic City, upon its inhabitant be the best and most complete peace.

And the Prophet, peace be upon him, named it with several names such as Ṭābah, al-Ṭaybah, al-Muṭaybah, al-Jābirah, al-Majbūrah, al-Ḥabībah, al-Maḥbūbah, al-Mūfiyah, al-Miskinah, and others which we have listed elsewhere.
وأمر أن تسمى المدينة طيبة وطابة، وهما تأنيث طيب وطاب بمعنى الطيب، لأن المدينة كان اسمها يثرب، والثرب: الفساد، فنهى أن يسمى بها وسماها طابة وطيبة
And he commanded that the city be named Ṭayyibah and Ṭābah, and they are feminine forms of ṭayyib and ṭāb meaning 'good', because the city's name was Yathrib, and 'tharb' means corruption, so he forbade naming it thus and named it Ṭābah and Ṭayyibah.
وقيل: هو من الطيب الطاهر لخلوصها من الشرك وتطهيرها منه
And it was said: it is from pure goodness/fragrance due to its freedom from polytheism and its purification from it.
وجعلت لي الأرض طيبة طهورا أي نظيفة غير خبيثة
And the earth was made for me pure and clean, meaning clean and not corrupt.
والمطيبة في قول المصنف مضبوط بصيغة المفعول، وهو طاهر، ويحتمل بصيغة الفاعل، أي المطهرة الممحصة لذنوب نازليها
And al-Muṭaybah, in the author's statement, is vocalized as a passive participle, meaning purified, and it could be an active participle, meaning the one that purifies and refines the sins of its inhabitants.
وعذق ابن طاب: نخل بها أي بالمدينة المشرفة
And 'ʿidhq ibn Ṭāb': palm trees there, meaning in the noble city.
